At scale the problem stops being the shortening. It becomes recall: what is on the packaging, where does it go now, who changed it, and what happens to the codes nobody has touched in three years. That is a governance problem wearing a URL.

    Packaging, signage, livery, stands. Every code points at a short link rather than at a destination, so a product page that moves or a promotion that ends becomes an afternoon’s work instead of a print run.

    Country rules send visitors to the site licensed to serve them. Device and OS rules send them to the right store. Rules are evaluated at the edge nearest the visitor, in order, and anyone matching none of them gets the link’s own destination — so adding a rule can never make a printed code stop working.

    Retention that matches the policy

    Click history is kept for as long as your plan says, and pruned after that. Visitors are counted from a salted hash of the address rather than from the address, so a unique-visitor figure does not require keeping something that identifies a person.

Nobody is going to recall the cartons. In six markets the right destination is not even the same page.

Rules, in order, evaluated at the edge nearest whoever scanned. Anyone matching none of them still gets the link’s own destination, so adding one cannot break what is already printed.
